Every year, the board hosts their first special meeting to elect the new leadership of the governing board for a one-year term. Jody London (District 1) was named Board President and Shanthi Gonzalez (District 6) named Board Vice President, 4-1 in favor for both, for the 2020 term. At this meeting, the district also discussed their legislative priorities (see more below) and their mid-year self-evaluation results, where they self-assess their progress on their annual district priorities based on time spent, deliverables, and timeliness. The district annually reviews and adopts a set of legislative priorities for their district representative advocating in Sacramento. This year’s priority goals address changes to the charter law and incorporate new priorities, including challenges related to the impacts of our changing climate, and increases in the number of newcomer students to Oakland. Priority areas include School Finance, Early Education, Special Education, Environmental Challenges, and Career Technical Education along with the some specific goals:

  • Supporting increasing the Local Control Funding Formula (LCFF) grants to ensure that California is among the top ten in the nation in per-student spending to ensure students with high needs, like newcomers, are being served adequately.
  • Supporting policies that aim to achieve a coherent, high-quality pre-kindergarten system, with minimal application complexities and stable, meaningful funding. 
  • Supporting continued investment in the Career Technical Education (CTE) Incentive Grant Program that augments our local parcel tax and supports our effort to expand CTE opportunities for all students. 

The first reading of the 2020 OUSD Legislative Platform was discussed at Monday’s Annual Organizational Meeting and will be up for a second read today.

The district will be finalizing the renewal decisions for North Oakland Community Charter School, Lighthouse Community Charter School (with minimal materials revisions), and Oakland School of the Arts for  5-year terms that would begin in the 2020-21 school year. The OUSD Office of Charter Schools recommends the approval of all three schools, however, Staff does not recommend NOCCS’ renewal unless they comply with the detailed agreement, which states that NOCCS closes its middle school at the end of the 2019-20 school year and they meet specific academic outcomes in the 2019-20 and 2020-21 school years.
