BOARD WATCH: Reopening info sessions and 2021-22 budget updates

In the last school board meeting, Board President Shanthi Gonzales proposed a counterproductive enrollment policy that will hide Oakland public school options from families who are looking to find the best school for their kids. If passed as written, families would have to use two or more separate systems to find the best public school for their children, disproportionately impacting some of Oakland’s most vulnerable families. See what Oakland families have to say about it. Instead of simply hiding options from families, we call on the School Board to focus on improving school quality and listen to families in order to find real solutions for the decades-long decline in enrollment.

In tonight’s Superintendent’s Report, Dr. Kyla Johnson-Trammell will be sharing updates on the following:

    • Covid Dashboard: Progress made towards COVID-safety health standards such as access to PPE kits, employee vaccinations, and protocols to ensure clean buildings. You can check out their dashboard here. Slides 7-9
    • Attendance & Learning Hubs: An update on attendance numbers from Aug 10-Jan 19 and updates of the in-person learning spaces for students with highest needs. Slides 12-13
    • CARES Act Funding Update: An update on the funds the district received by the feds to help with COVID-related costs. Slide 11
  • Distance Learning Highlights: This section highlights the great work at schools such as teacher practices that support students engagement and how some schools are improving the 1:1/small group support. Slides 15-18

Every year the District is required to submit interim reports with a status of whether or not they are on track to meet its financial obligations in the current and next two school years. OUSD currently falls under the “Qualified Status”, which means they may not meet its financial obligations in the current and two subsequent fiscal years. The District still needs to make $16M in reductions for the 2021-22 school year based on its Multi-Year Production. To avoid state takeover, the District must begin to create a Fiscal Sustainability Plan for 2021-22.

According to the District, the 2021-22 Budget will be built with an operational definition of the District’s philosophy about how we educate, what outcomes we seek, and what one time/ongoing investments are required to achieve such goals, guided by a budget development calendar. See a quick summary of the calendar below: 

  • January – Begin stakeholder engagement on budget development process and submit staffing & budget allocations (one-pagers) to school Sites
  • February – Review and approve Fiscal Sustainability Plan and Present first draft of budget reduction options (and begin engagement around those options)
  • March – Present 2nd interim report that includes budget reduction options for 2021-22 (and continue engagement for those options)
  • April – Make final decisions on budget reduction options
  • May – Present 3rd interim report
